I suppose the only point I would debate (not argue) is that a vision needn't be achievable in terms of metrics as it should be aspirational and not necessarily tangible (isn't that why its called a vision?) This procedure also has a MANDATE/GOAL....which means further fragmentation of MISSION to make the Task more easier and Goal oriented....with every fragment you move on, you move more closer to your Mission and Vision respectively!
